To be stitched on a piece of clothing or ribbons could be added to wear on top of a dress or coat.

Some damages as can be seen in the photographs. Small tears in the lace at the top. Tears and fraying in the lace at the bottom. A part at the front was damaged and repaired (the repair is inside).
Tiny imperfections from age and natural flaws.
The collar needs a bit of attention before being used again.
